It’s from a German TV show “Wetten, dass” (I’d translate as meaning “wanna bet?”) where people with unique talents try to beat records etc and celebrity guests bet whether or not that person can do what they are aiming to.

In this case Robben lost his bet and had to wear a Germany top as punishmnent.
I assume the beer is there because of Oktoberfest.
